The Foster Youth to Independence (FYI) Program is a federal housing initiative created by the U.S. Department of Housing and Urban Development (HUD). It provides Housing Choice Vouchers to young people ages 18–24 who are leaving foster care and are at risk of homelessness.
These vouchers cover most of a youth’s rent, giving them the chance to transition into independent living with stability and dignity.

How It Works

Youth Receives Voucher: Eligible young adults are referred through child welfare or housing agencies.

Landlord Leases Unit: Property owners rent to FYI voucher holders just as they would any tenant.

HUD Pays Rent: The majority of rent is paid directly to the landlord by HUD. The youth contributes about 30% of their income.

Support Services: Youth also receive life skills coaching, education and employment support, and other wraparound services to ensure long-term success.
Why It Matters
Each year, foster youth in Kansas City “age out” of the system without stable housing. Many face homelessness within months. FYI ensures they don’t fall through the cracks by pairing stable housing with ongoing support.

Our Role
S2T serves as a leasing partner between landlords and FYI youth. We recruit landlords, assist with tenant placement, help with paperwork, and provide ongoing support to ensure success for both property owners and young adults.
